Credentialing Industry Leadership Award

Dr. Fabrey has dedicated his entire career to the improvement of credentialing programs, primarily in healthcare. After attaining his doctorate in educational psychology, Dr. Fabrey served on the staffof the National Board of Medical Examiners (NBME) and the American Nurses Association (ANA). In 1989, Dr. Fabrey joined the staff of Applied Measurement Professionals (AMP), now PSI, where he remains today, serving a plethora of healthcare and other credentialing programs. He has overseen hundreds of job analyses, standard setting studies, item writing presentations and test form development. Dr. Fabrey has consistently made scholarly contributions to the credentialing industry through publications, presentations and participation in credentialing organizations. In addition to serving and chairing many task forces and committees, he chaired the National Commission for Certifying Agencies, served on the ICE Board of Directors and received the 2009 NOCA Service Award.

Christopher Butcher transforms organizations by solving their most complex problems. As a technologist, Christopher has designed and implemented software to solve business problems with a special combination of technical acumen, creative thinking, and empathy. He has served as Chief Innovation Officer at Heuristic Solutions since its founding in 1996. He is the chief product visionary behind LearningBuilder, the leading credentialing system. As a consultant, Christopher has challenged organizations to face deep and existential questions to shape their future.

Joan Knapp head shot1.jpg Joan E. Knapp, PhD, Knapp & Associates International, Inc. (K&AI)
Joan E. Knapp, PhD is the founder of Knapp & Associates International, Inc. (K&AI), a management consulting firm that serves credentialing organizations. She consulted with certification organizations, Federal agencies and professional and trade associations in the design, implementation and redesign of credentialing programs. Prior to founding K&AI nearly 20 years ago, Dr. Knapp was an Executive Director at Educational Testing Service. Dr. Knapp has devoted much of her career in helping organizations to raise the bar in ensuring the technical quality of their credentialing programs and, at the same time, assisting them in the development and implementation of successful credentialing programs.
